Evaluating a National Surveillance System

This is not a comprehensive guide that covers all the aspects of HIV surveillance systems. For instance, issues surrounding HIV testing and laboratory quality assurance are not fully covered. This guideline aims to provide a framework and a series of checklists of the main issues that national AIDS programmes (NAPs) should review and assess during the evaluation of their countries’ HIV surveillance system. It can be used by national HIV programmes, programme managers and M&E officers.
