The report assesses the socio-economical impact of tobacco on health and the environment. It underscores that interventions, especially the prevention of tobacco use, are excellent economic investments because, if applied early, they reduce the need for expensive treatment. Moreover, these measures can be implemented irrespective of the resource level of communities and countries. The report also examines the link between poverty and tobacco use, finding that the burden of tobacco disproportionately affects the poor.
